Worcester, MA (May 3, 2017) - On Wednesday, May 3, 2017 members of the WPD Vice Squad were on undercover patrol throughout the city. At approximately 3:00 PM, a member of the vice squad observed a vehicle being operated by a male that he knew as Xiu Pham, 37-years-old of 5 Patch Reservoir Drive, Worcester. The officer knows Mr. Pham from an arrest earlier this year related to a vice operation.
The officer began to follow Mr. Pham in his undercover police vehicle. The officer followed Mr. Pham to a business on Canterbury Street. The officer positioned himself a distance away to avoid detection. Through the use of binoculars, the officer observed Mr. Pham speak with a male later identified as Tan Tong, 37-years-old of 38 June Street. The officer observed Mr. Pham at his trunk and removes a plastic baggie from a shoe. Mr. Pham and Mr. Tong got into Mr. Pham’s vehicle and drove off. The officer began to follow once again.
The vehicle turned into the gas station located at Hammond and Southbridge Streets for a purchase and then moved onward to a parking lot located at the corner of Canterbury and Hammond Streets. Mr. Tong exited Mr. Pham’s vehicle and entered one that was parked in the back of the lot.
The undercover officer exited his unmarked cruiser and approached the vehicle that Mr. Tong was in. As the officer approached he immediately observed a knotted plastic baggie that contained heroin on a food wrapper. The officer opened the door and observed a second small baggie of heroin and another baggie that contained crack cocaine. Mr. Tong was placed under arrest and charged with Possession of Class A Substance and Possession of Class B Substance.
After confirming the officers suspicions, the officer now had probable cause to have his back up vice officers conduct a motor vehicle stop of Mr. Pham. A search of Mr. Pham produced $290.00. Mr. Pham was placed under arrest and charged with Distribution of Class A Substance and Distribution of Class B Substance.
Mr. Pham was operating a 2006 Chevrolet Cruz. The vehicle was towed to police headquarters pending forfeiture proceedings. The cash and drugs were confiscated as evidence.
The two men will be arraigned on Thursday, May, 4, 2017 at the Worcester County District Courthouse.
