Officers observed a female stop and talk with Mr. Garcia. The female took out paper currency, and gave it to Mr. Garcia. She then opened up the palm of her hand and extended it. Officers saw Mr. Garcia look around in a nervous manner, and spit an object out of his mouth into the female’s open palm. The female briefly inspected the object, and walked away.
