Worcester, MA (March 29, 2017) - On Tuesday, March 28, 2017 at approximately 8:30 PM, members of the Worcester Police Neighborhood Response Team were conducting surveillance in the area of 8 Russell Street. They were in this particular area because they had received complaints during neighborhood crime watch meetings of drug dealing at that location. Specifically, they received information that a thin Asian male with long black hair was selling drugs out of 8 Russell Street.
During their investigation, members of the Neighborhood Response Team conducted surveillance and observed several individuals enter 8 Russell Street for a brief amount of time before exiting and leaving the area. Based on the information received and their training and experience, officers believed these short trips were consistent with street level drug dealing taking place at the address.
Members of the Neighborhood Response Team also obtained a phone number for the above described male at 8 Russell Street. Acting in an undercover capacity, a Worcester Police officer called the number and spoke with a male. The officer ordered two bags of heroin from the male, and the male instructed the officer to go the area of Queen and Austin Streets.
Shortly after arriving at the meet location, the officer observed an Asian male (later identified as 26 year old Steven Phan) approach on foot. Phan walked up to the officer and spit two bags of heroin from his mouth before handing them to the officer. The officer then handed Pham two marked $20 bills. While speaking with Phan, Phan showed the officer a knotted bag of cocaine that he also had for sale.
After the transaction was complete, other members of the Neighborhood Response Team approached Phan. As they did, he immediately placed his hand to his mouth and swallowed a bag of crack cocaine. He was then placed under arrest. Police located the marked money used to make the undercover buy on his person.
Phan is being charged with Distribution of a Class A Substance (Subsequent Offense), Intimidation of a Witness, and Resisting Arrest.
