Worcester, MA (October 10, 2017) - On Tuesday, January 10, 2017, members of the WPD Vice Squad were patrolling the city looking for a particular male that is known to operate a gray Toyota Corolla. Officers learned that this male was engaged in drug sales throughout the city. The name of the person that the officers were looking for was identified as William Carlson, 56-years-old of 52 May Street.
Vice officers made contact with the Toyota while it was driving on Cambridge Street near the intersection of Southbridge Street. Vice officers followed the vehicle in their unmarked police cars. Officers observed the Toyota pull in to the parking lot of the Xtra Mart Gas Station located at 280 Providence Street. Officers observed a male standing in the parking lot talking on his cell phone. When the Toyota pulled into the lot, the male was seen putting his phone away. The male then walked into the store. A few minutes later the male exited the store and walked up to the Toyota and entered the rear seat. The officers were parked in the lot and were able to see that the driver of the Toyota and the male were making a quick exchange. After the exchange, the male exited the car and walked away. Some of the officers watching this believed that they had just witnessed a street level drug deal take place. Some of the officers broke away and went after the male. The male was topped in the parking lot of the Vernon Hill American Legion Post located across the street from the Xtra Mart. Officers identified the male as John Cousineau, 29-years-old of 10 Stone Road, Millbury. A search of Mr. Cousineau produced 5 small clear baggies that contained heroin. Mr. Coussineau was placed under arrest and charged with Possession of Class A Substance.
At this time other members of the Vice Squad continued to follow the Toyota. Once officers confirmed that Mr. Cousineau received the heroin from the Toyota officers now had probable cause to stop the vehicle. The Toyota was stopped at Millbury Street by Vernon Street.
The operator of the Toyota was identified as William Carlson, the male that they were looking for. A passenger in the vehicle was identified as Eleanor Shays, 39-years-old of 162 Belmont Street. Vice officers removed the two from the Toyota and placed them under arrest. A search of the vehicle produced several used hypodermic needles, 2 cellphones and a total of $252 in cash. During the search process, officers observed that the two cellphones were constantly ringing. A vice officer answered one of the phones and someone on the other end placed an order with the officer for some heroin. Both Mr. Carlson and Ms. Shays were charged with Conspiracy to Violate Drug laws and Distribution of Class A Substance. Ms. Shays also had an outstanding warrant out for her arrest for breaking and entering and other prior drug offenses.
All three suspects will be arraigned at the Worcester County District Courthouse.
