Worcester, MA (March 1, 2017) - On Tuesday evening, February 28, 2017, members of the Neighborhood Response Team (NRT) were working plain clothes in unmarked vehicles on the 4 PM to midnight shift. At approximately 5:00 PM, one of the NRT officers was exiting police headquarters. While in rush hour traffic the officer immediately noticed 12 to 15 young males riding their bicycles in the middle of the intersection of Lincoln Square. This large group of males was purposely riding in the middle of the road, in-between traffic for the purpose of causing a disturbance. Due to their actions, motorist had to abruptly brake, slow down, use their horn and make quick evasive actions to avoid sticking the bicyclists. The officer further observed the youths riding wheelies in the middle of traffic and weaving in and out of motor vehicles that were in motion.
The undercover officer began to follow the group and advised police dispatchers of their direction of travel. The officer requested several police units to respond in an attempt to apprehend the group. The officer followed the group travel from Lincoln Square towards Salisbury Street. The group turned left onto Lancaster Street and then right onto Highland Street; all the while maintaining their disorderly behavior by disrupting the flow of traffic. The group turned left onto Fruit Street and was approaching Elm Street when additional police units arrived.
Upon seeing the police cruisers the group split up and fled in all directions as quickly as they could. Officers were able to apprehend two juveniles, ages 17 and 16 and one 22-year-old male later identified as Christian Cruz, of 57 Fox Street. The 16-year-old male resisted arrest and fought the officer. The officer was attempting to secure the juvenile when he was kicked by the youth. The juvenile refused the officers commands and actively resisted arrest. During the struggle the officer was forced to deploy his OC spray (pepper) to finally subdue the youth. The youth also attempted to spit on the officer while yelling racial slurs at him. All three were transported to police headquarters for booking proceedings. The three bicycles were confiscated.
The 16-year-old was charged with Assault with a Dangerous Weapon, Civil Rights Violation, Resisting Arrest, Disorderly Conduct, Disturbing the Peace, Blocking an Intersection, a Red light Violation and Traveling the Wrong Way on a One way Street.
The 17-year-old and Mr. Cruz were both charged with Disorderly Conduct, Disturbing the Peace, Blocking an Intersection, a Red Light Violation and Traveling the Wrong Way on a One Way Street.
Mr. Cruz was arraigned today at the Worcester County District Courthouse while the two juveniles will be arraigned at the Worcester County District Juvenile Courthouse on a date yet to be determined.
