On January 18, 2018 a Worcester Police Supervisor along with several other NRT officers were working in the area of the 500 to 600 block of Main Street. The officers were working in plain clothes while conducting surveillance an unmarked police vehicles. There were several plain clothes NRT officers scattered throughout the area.
The officers were there as a result of a continuous effort to address complaints from citizens, business owners and from community leaders with regard to illegal drug activity, littering, disorderly persons, loitering, and other quality of life issues.
At approximately 10:20 AM, the supervisor’s attention was drawn to a male, later identified as Carlos Roman, 29-years-old of 18 Penn Avenue. Mr. Roman was observed to be walking around in the area with no clear destination to go to. At one point Mr. Roman was in the company of three other males. The group of four males began to walk north on Main Street. In the area of Federal Street and Main Street, the supervisor observed a male, later identified as Eric Larson, 55-years-old of 44 Temple Street, approach the group and engage in conversation.
Mr. Roman was observed looking around in all directions. Mr. Larson was seen handing Mr. Roman some paper currency. Mr. Roman was then seen removing an object from his mouth and placing it in Mr. Larson’s hand. It was obvious to the officer that he had just witnesses a street level drug transaction take place.
After the transaction the two men parted. Mr. Larson began walking south on Main Street while Mr. Roman walked north. Assisting NRT officers stopped Mr. Larson by the Salvation Army located by 640 Main Street.
A search of Mr. Larson discovered a small clear knotted baggie that contained crack cocaine. The NRT supervisor was informed of the discovery.
At this time Mr. Roman was asked to stop in front of City Hall. Initially Mr. Roman did not comply and began to swallow something. Once he finished swallowing he stopped.
Mr. Roman was placed under arrest and charged with Distribution of Class B Substance. A search of Mr. Roman produced 3 cellphones and $55.00 in cash.
Both men were transported to police headquarters for processing without incident.
