On Wednesday, August 8, 2018, members of the Worcester Police Vice Squad had set up surveillance in the Main Street and Marble Street area. The officers were there based on numerous complaints of drug dealing activity within that area. Vice officers were positioned near the Donna Key Rest Home.
At approximately 7:00 PM, a man known to the vice officers from prior drug investigations was seen walking in the alley behind 1006 Main Street. The man was identified as Edwin Vega, 50-years-old of 1006 Main Street. Mr. Vega was seen walking around while talking on his cell phone. At this time Mr. Vega sat on a fence of the marble Street Apartments located at 111 Marble Street. Officers observed Mr. Vega spit something out of his mouth and meet with a male that was later identified as Lance Halloran, 56-years-old of 436 Chandler Street.
Mr. Vega was seen exchanging the item for cash from Mr. Halloran. Mr. Halloran immediately walked down Marble Street and enters a red Chrysler. The car drove off. Vice officers believed that they had just witnessed a street level drug deal take place and decided to split up, some officers remaining at the current location while others followed the Chrysler.
The Chrysler pulled into the parking lot of Mass Liquors, located at 392 Chandler Street. Vice officers approached Mr. Halloran when he exited his vehicle. Vice officers recovered two bags of Heroin from Mr. Halloran’s hand. Mr. Halloran was placed under arrest and charged with Possession of Class A Substance.
At approximately 8:07 PM, Mr. Vega was once again seen exiting the rear of 1006 Main Street. Mr. Vega met up with a male on Marble Street that was later identified as Albert Ramos, 42-years-old of 979 Main Street. The two men began to walk towards the alley heading towards Clement Street. At this time several vice officers converged on the two men. Mr. Ramos noticed the officers closing in and was seen placing a bag of heroin into his mouth. Officer attempted to place Mr. Ramos under arrest but he resisted their efforts. Mr. Ramos was eventually subdued.
Mr. Vega was placed under arrest without incident and charged with Distribution of Class A Substance (second or subsequent offense). Mr. Ramos was charged with Trespassing, Resisting Arrest and Tampering with Evidence.
A search of the men produced $252.00 from Mr. Vega which was confiscated as proceeds from distributing illegal narcotics.
Al three men will be arraigned today at the Worcester County District Courthouse.
