A Citywide Long-Range Plan

The City of Worcester is developing a long-range plan (aka Master Plan) in accordance with Massachusetts General Laws Chapter 41 section 81D.

This planning effort, which has been named Worcester Now | Worcester Next, commenced in May of 2021 with the final plan anticipated in Summer of 2022. Worcester Now | Worcester Next does not replace other planning efforts, but instead will build upon and coordinate such planning efforts by establishing a common planning framework. The plan will help to ensure that individual actions are consistent with one another and align with the city's long-term vision and goals.

The final Worcester Now | Worcester Next plan will help guide decisions regarding policies, regulations, programs, infrastructure and other aspects related to the physical development of the community. It will establish an ongoing program of long-range planning moving forward, and the plan itself will be updated on a regular basis to reflect current conditions, priorities and policies to guide the city's physical development over time.

The Request for Proposals (RFP) has closed. Announcement of consultant selection is expected in late June.

Participation by WBE or MBE partners who are not registered in Massachusetts will not satisfy the specific thresholds identified in the scoring criteria. However, such participation may positively affect proposer ratings relative to other aspects of the scoring criteria.
Worcester Now|Worcester Next is intended as a framework plan that unifies and coordinates the various planning, programmatic and development activities in the City, and the project budget was established with this approach in mind. Respondents should detail their specific approach to the scope of work given the parameters of the proposed budget. The desired outcomes of the project include the production of a high-quality guiding Plan document, developed with substantive and meaningful community involvement, as well as definition of an ongoing planning program that will guide subsequent planning efforts and implementation moving forward.
All required submittal components are listed in the RFP under Section III – Proposal Requirements. Proposers are not required to include the additional forms posted under "Standard Forms" on the Bid Detail page with their submittal. Additional forms may be required at the time of award.
