CITY OF WORCESTER

The City of Worcester seeks candidates for City Assessor. Reporting to the Chief Financial officer, this position is responsible for the administration of the Assessing Division including all types of real and personal city-wide property appraisals. This position is also charged with the administration and management of annual revaluations of property within the city; administration of the motor vehicle excise program; and for the assurance of state regulations compliance regarding proper assessment practices. The Assessor sets up department short and long range goals and objectives, and plans and performs other duties as required or as dictated by responsibilities.

The successful applicant will be also responsible for defending assessments before the State Appellate Tax Board, or other governing bodies; monitoring and reviewing assessments and appraisals made by others; and preparing the departmental budget, including preparing estimates of city-wide valuations for use in budget appropriations. The qualified applicant will have comprehensive knowledge of modern real property appraisal principles and practices, laws, and regulations; thorough knowledge of building construction practices and of building and land values; skill in making difficult real property appraisals and comprehensive knowledge of MA appraisals. Additionally, the City Assessor will have the ability to plan and supervisor the work of subordinates; to establish and maintain good public relations, good judgement, accuracy, and integrity; and to work effective with diverse populations, organizations, and interests.

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in real estate, economics, finance, business or public administration
  • Ten (10) years of related experience
  • Five (5) years of supervisory experience
  • Three (3) years’ experience in an Assessing office to include direct MA appraisal experience

PREFERRED QUALIFICATIONS:

  • Master degree in real estate, economics, finance, business or public administration
  • Five (5) years related experience in real or personal appraisal, banking, management
  • Three (3) years of assessment administration
  • Real estate professional designation from assessment organizations (International Association of Assessing Officers, Massachusetts Association of Assessing Officers, etc.)

STARTING SALARY: $99,546.80 - $152,484.57 annually, full-time, exempt
