JR BUSINESS ANALYST
TECHNICAL SERVICES DEPARTMENT
CITY OF WORCESTER

The City of Worcester’s Technical Services Department seeks applicants for the position of Jr. Business Analyst to assist the City’s Technical Services Lead Business Analyst with developing workflow-based permits using the OpenGov PLC (Permitting, Licensing, Code Enforcement, etc.) SaaS used by City of Worcester departments. Duties include:

  • Use OpenGov PLC software to design, develop, test and maintain all aspects of an automated permit/license process.
  • Use OpenGov software to enhance all aspects of the City’s automated Permit and License modules (data, workflows, fees and document templates).
  • Assist with all future permit/license automation projects, working with additional city departments to achieve efficiencies and improvements while automating their paper-based permits and licenses.
  • Assist city department PLC users with day-to-day problems and issues.
  • Act as the point person for City-wide OpenGov users for day-to-day training and questions, issues and problem resolution.
  • Serve as the City’s secondary liaison with OpenGov to communicate issues and recommend product improvements.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Excellent interpersonal, written, and verbal communication skills and the ability to communicate with City of Worcester user community about concepts, ideas, and requirements;
  • Ability to work independently and as part of a team in a fast-paced environment;
  • Ability to travel to required locations in a timely manner;
  • Ability to take initiative and interest in improving existing work techniques and procedures;
  • Ability to analyze complex problems, evaluate alternatives and develop creative solutions.

MINIMUM REQUIREMENTS:

  • Bachelor’s Degree in Information Technology, Business Administration, or related field;
  • Three (3) years of experience working as a business process improvement analyst on business/systems solutions; OR,
    • Any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above mentioned requirements.
  • Valid driver’s license and access to reliable transportation.

PREFERRED QUALIFICATIONS:

  • Master’s degree in Information Technology, Business Administration, or related field.
  • Experience with a SaaS solution as a designer or in a support role highly desired.
  • Five (5) years of experience working as a business process improvement analyst on the delivery of business/systems solutions.
  • Experience managing projects in a municipal environment.

SALARY RANGE: $66,663.34 - $87,117.34 annually, full-time, with an excellent benefits package.
