Winter Parking Ban

Public streets fall under two ban categories, PERMANENT and DECLARED:

THE DECLARED WINTER PARKING BAN IS LIFTED AS OF  3:00PM ON FRIDAY  FEBRUARY 26th, 2010.

  • A PERMANENT BAN will remain in effect on Emergency Arteries, WRTA Bus Routes and streets that are critical to the flow of traffic. The permanent ban means that from December 1st through April 30th there is no parking on one or both sides of the street between 2 AM and 6 AM and also when a snow emergency is declared, anytime day or night.
  • A DECLARED BAN will be in effect on all remaining city streets. The declared ban means that parking is allowed on both sides of the street until the winter parking ban is put into effect. You can expect the winter parking ban to go into effect whenever inclement weather is forecasted.

Parking Ticket Appeal Process

Tickets for violation of the winter parking ban may be appealed in the same manner as any other parking ticket. That process is established by M.G.L. Chapter 90, Section 20A½ a local option statute which was accepted by the city on December 1, 1981. Under that section, any person receiving a parking violation may request a hearing before the city Parking Administrator. Instructions for requesting a hearing appear on the back of every parking ticket. If no hearing is requested and the ticket is not paid within 21 days, the city sends a notice to the owner of the vehicle adding a surcharge to the ticket and advising the owner of an opportunity for a hearing. Hearings before the Parking Administrator are informal in that the rules of procedure and evidence which apply in court proceedings do not apply to parking ticket appeals. Decisions of the Parking Administrator may be appealed to the Superior Court under M.G.L. Chapter 30A, Section 14.
