To help developers by answering questions and advising them of any City approvals that may be required, the City offers an informal and voluntary 'Pre-Application' meeting between City staff and the project proponent. Known as the Interdepartmental Review Team (IRT), this informal City team offers a preliminary review of a project so that a developer does not have to go from one City office to another to find out about all the reviews and approvals required. The initial IRT consultation can usually clarify whether a project qualifies as 'By-Right' or whether it requires additional approvals - such as Variances and/or Special Permits. (This informal meeting does not, however, substitute for any required administrative reviews or necessary Board reviews.)
The IRT meets weekly and is comprised of multi-disciplinary staff from the Executive Office of Economic Development, Planning and Regulatory Services Division, Department of Inspectional Services, Department of Public Works and Parks and the Conservation Commission. The IRT will answer questions, define potential issues and explain what approvals may be needed. To schedule an appointment for IRT review, a developer should contact the Planning and Regulatory Services Division at (508) 799-1400, extension 1.
