City Manager Edward M. Augustus, Jr. announced today that he has appointed Samuel E. Konieczny to the position of City Assessor effective Monday, April 27.
Mr. Konieczny brings a wealth of professional knowledge and expertise to the role. He has eight years of experience as an assessor, managing Real Estate and Personal Property inspections and determining New Growth for numerous cities and towns in Massachusetts.
Most recently, he was the Chief Assessor/Department Head for the town of Agawam. He also has many years of experience as a chairman of the Board of Assessors in Cummington, as well as working for a private valuation company that specialized in municipal assessment. He is experienced in Massachusetts General Laws and regulations relating to assessing and Department of Revenue reporting requirements, policies and procedures. He is proficient in Computer Assisted Mass Appraisal (CAMA) systems for statistical modeling and sales analysis. In addition to his assessing background, he has held numerous leadership and management roles, and has strong technology, communication and financial skills.
“Mr. Konieczny is the perfect candidate to take on this demanding role,” said City Manager Augustus. “He is engaged and passionate about his work and has the right combination of skills and experience to lead the Assessing Division and be an integral member of the Administration and Finance Department management team.”
Mr. Konieczny is designated as a Massachusetts Accredited Assessor and is a member of the Massachusetts Association of Assessing Officers and the International Association of Assessing Officers. He holds a Bachelor’s Degree in Business Administration-Marketing from the University of Massachusetts, Isenberg School of Management.
