Transmitting informational communication relative to adopting a statutory speed limit of 25 mph and the establishment of Safety Zones with 20 mph speed limits. # 13a CC December 12, 2023

Chairperson Councilor Colorio read the item and recognized the Assistant Commissioner of Transportation and Mobility, who provided a presentation concerning the proposed statutory speed limit and Safety Zones.

Chairperson Councilor Colorio recognized the WPD Lieutenant and the Interim Police Chief, who discussed the positive impact on traffic safety concerning lowering the speed limits, the importance of public education, and expectations concerning enforcement of the proposed speed limits.

Chairperson Councilor Colorio recognized Councilor Russell, who discussed application of the proposed speed limit on a case-by-case basis instead of creating a blanket statutory speed limit.

Chairperson Councilor Colorio recognized the WPD Lieutenant and the Interim Police Chief, who discussed the resources and personnel available for traffic enforcement requests and addressing speeding issues in the city.

Chairperson Councilor Colorio recognized the following speaker:
1. Leslie Staffer, Worcester resident, spoke in opposition to the item

Chairperson Councilor Colorio recognized Councilor Russell, who discussed the impact of bike lanes on slowing traffic and the location of the bike lanes relative to parking spaces in District 3 with Speaker #1 and the WPD Lieutenant.

Chairperson Councilor Colorio then discussed the statistics of traffic-related fatalities with the Assistant Commissioner of Traffic and Parking Committee, Councilor Russell and the Interim Police Chief.

Chairperson Councilor Colorio moved to recommend the item be held.
