Chairperson Councilor Russell read the item and recognized the Deputy City Clerk, who discussed an opinion received from the city’s Law Department concerning the abatement of street assessment of #25693.

Chairperson Councilor Russell recognized the Assistant Commissioner of Public Works and Parks, who discussed the process relative to providing abatements to residents.

Chairperson Councilor Russell moved for a roll call vote to recommend the item be denied.

Petition of Rebecca Hemenway request installation of new public infrastructure and utilities within public ways (Great Brook Valley Ave., Brookview Dr., Service Rd. and Joseph P. Carlson Way) as part of the Curtis Apartments Redevelopment Project. # 9c CC February 13, 2024

Chairperson Councilor Russell read the item and recognized the following speaker:
1. Michael Lozano, Newton resident, spoke in favor of the item

Chairperson Councilor Russell recognized the Assistant Commissioner of Public Works and Parks, who provided the recommendation to approve the acceptance of the water, sewer, storm drain, street lighting and conduit associated with the street lighting, and deny the acceptance of the electric vehicle charging stations and conduit associated with the electric vehicle charging stations.

Chairperson Councilor Russell recognized the Commissioner of Transportation and Mobility, who discussed EV charging stations and parking spaces at the location.

Chairperson Councilor Russell moved to accept the recommendation.

Recommend Approval of the acceptance of the water, sewer, storm drain, street lighting and conduit associated with the street lighting, and Denial of the acceptance of the electric vehicle charging stations and conduit associated with the electric vehicle charging stations.

Petition of Peter Normandin request water and sewer extension to the last remaining lots on New York St. # 6d CC November 14, 2023

Chairperson Councilor Russell recognized the Assistant Commissioner of Public Works and Parks, who provided the recommendation to approve, pending design to be approved and be at the applicant’s expense.

Chairperson Councilor Russell moved to accept the recommendation.

Petition of Alfred Scala et al. request a potable supply of water be made available to the property at 425e Salisbury St. # 8a CC October 24, 2023

Chairperson Councilor Russell read the item and recognized the Assistant Commissioner of the Public Works and Parks, who discussed the property and the intent of the petition.

Chairperson Councilor Russell moved to amend the item to read as follows, “Alfred Scala et al. request a potable supply of water be made available to the property at 425 Salisbury St.”

Chairperson Councilor Russell moved to recommend the item be approved.

Recommend Approval as Amended to construct approximately 320’ of 8” water main with cost borne by the developer.

Chairperson Councilor Russell recognized the Commissioner of Public Works and Parks, who provided the recommendation to file, as El Caney Rd. is a private street.

Chairperson Councilor Russell moved for a roll call vote to recommend the petition be denied.

Communication of the City Manager

Transmitting informational communication relative to pavement management and selection of streets and sidewalks for resurfacing or reconstruction. # 8.10A CM November 14, 2023

Chairperson Councilor Russell read the item and recognized the Deputy City Clerk, who discussed the process concerning the creation of the street and sidewalk repair lists.

Chairperson Councilor Russell recognized the Commissioner of Transportation and Mobility, who discussed working with the Clerk’s office to create the street and sidewalk repair lists.

Chairperson Councilor Russell recognized the Assistant Commissioner of Public Works and Parks, who discussed plans concerning street and sidewalk resurfacing by the City and by private utility companies.

Chairperson Councilor Russell recognized Councilor Mero-Carlson, who discussed the impact of the date of the street selection on the street resurfacing timelines and editing the list to remove streets that have been resurfaced with the Commissioner of Transportation and Mobility and the Deputy City Clerk.

Chairperson Councilor Russell brought forth the following two (2) Chairman’s Orders: 1) Request City Manager request Commissioner of Transportation and Mobility provide City Council with the list of streets that have been resurfaced and whether the sidewalks were resurfaced at the same time; and 2) Request City Manager provide City Council with a list of streets that were resurfaced using ARPA funding and whether the sidewalks were resurfaced at the same time.

Chairperson Councilor Russell moved to recommend the item be held.
