CHAIRMAN'S ORDERS

1.

Request City Manager request City Solicitor to provide the City Council with an opinion as to whether or not the city may require National Grid post a substantial bond to cover any future liabilities to residents and/or the City of Worcester as a result of possible negative health effects from Smart Meters or the Smart Grid telecommunications network.

2.

Request City Manager request National Grid provide the City of Worcester with baseline data from which future improvements through the Smart Grid telecommunications network in response to power outages may be measured.

3.

Request City Manager request National Grid consider funding health studies investigating the alleged health concerns as a result of exposure to Smart Meters.

4.

Request City Manager request National Grid provide rate payers in the Worcester Smart Meter/Smart Grid pilot program with written guarantees concerning pricing rebates during the two-year program.

5.

Request City Manager request National Grid provide the City Council with copies of their tariff requests filed with the Massachusetts Department of Public Utilities.

6.

Request City Manager request representatives from the Massachusetts Department of Public Utilities appear before the Public Service & Transportation Committee when the topic of Smart Meters and Smart Grid are considered.

7.

Request City Manager request National Grid, the Massachusetts Department of Public Utilities and the City of Worcester Zoning Board of Appeals to consider delaying for a period of one year the installation of any additional Smart Meters and progress activating the Smart Grid network.
