Order - That the City Council Standing Committee of Public Safety hereby approves the minutes of the Public Safety Committee meeting on December 12, 2021.

Chairperson Councilor Toomey read the item and moved for a roll call vote to adopt the order. Order adopted on a roll call vote of 2 Yeas and 0 Nays (Rivera absent)

Communication of the City Manager - Police Department

Transmitting informational communication relative to the Body-Worn Camera Program. # 10.11B CM April 5, 2022

Attachments

Chairperson Councilor Toomey read the item and recognized the Axon East Coast Director of Sales and Axon Northeast Senior Regional Manager, who provided a presentation on the products and services offered by Axon.

Chairperson Councilor Toomey then discussed the redaction assistance and auto-redact functions, whether phones are included with the package and plans concerning the phones, the usability of the products in areas with no cellular coverage, and access to reports generated from VR training sessions with the Axon Northeast Senior Regional Manager and WPD Captain.

Chairperson Councilor Toomey recognized Councilor Colorio, who discussed the learning curve of Axon products and its impact on police officers’ day-to-day operations with the Axon Northeast Senior Regional Manager.

Chairperson Councilor Toomey recognized the following speakers:
1. Richard Cipro, Worcester resident, spoke in favor of the item

Chairperson Councilor Toomey recognized the Axon Northeast Senior Regional Manager, who discussed unlimited data storage service provided by Axon.

Chairperson Councilor Toomey recognized the WPD Captain, who discussed the timeline for the policies to be provided to City Council.

Chairperson Councilor Toomey recognized the Deputy City Clerk, who discussed the procedural motion to approve the timeline for the Body Worn Camera program.

Chairperson Councilor Toomey brought forth the following two (2) Chairman’s Orders: 1) Request City Manager provide City Council with report concerning the cost to supply phones to police officers as part of the Body Worn Camera program and; 2) Request City Manager provide City Council with report on the Body Worn Camera program policies.

Chairperson Councilor Toomey brought forth the following Chairman’s Resolution: That the City Council of the City of Worcester does hereby approve of the potential schedule associated with the Body Worn Camera program timeline.

Chairperson Councilor Toomey moved for a roll call vote to recommend the item be filed.

Recommend File on a roll call vote of 2 Yeas and 0 Nays (Rivera absent)

Chairman's Orders
