Approval of the Minutes

Executive Session

3a.

That the Standing Committee on Municipal and Legislative Operations convene in Executive Session at its March 26, 2024 meeting for the purpose of considering the negotiation of an employee contract with City Clerk Nikolin Vangjeli.

Communications of the City Clerk

4a.

Recommend consideration for the negotiation of an employee contract with the City Clerk at the commencement of a new, two (2) year term, upon the review of the City Clerk's performance and goals over the past two (2) years. # 16a CC March 12, 2024

Attachments

Chairperson Councilor Bergman read the item and provided an overview of the terms of the contract with Nikolin Vangjeli as the City Clerk of the City of Worcester. Said terms include but are not limited to:
• Provide that Mr. Vangjeli serve as city clerk for a term of 2 years, commencing March 12, 2024
• Require that Mr. Vangjeli submit an annual report to the City Council no later than February 1st outlining the goals and objectives for the ensuing year, and accomplishments during the prior year
• Provide an annual salary of $190,000, effective March 12, 2024
• Provide an annual stipend of $4,000 for serving as Clerk of the City Council (MGL c. 41, § 19F)
• Provide an annual cost-of-living increase similar to what is awarded to “Executive Management – Salary Schedule EM”
• Require that Mr. Vangjeli receive all benefits provided by the City to employees of the City classified as “Executive Management – Salary Schedule EM”
• Require that Mr. Vangjeli receive a 5th week of vacation leave, with the applicable buyback allowance
• Full terms are available for viewing in the enclosed Report of the Committee.

Councilor Bergman moved for a roll call vote to recommend approval of accompanying Order – That the City Council of the City of Worcester does hereby authorize Mayor Joseph M. Petty on behalf of the City Council to execute the finalized employment contract with Nikolin Vangjeli, City Clerk.

Recommend Approval on a roll call vote of 3 Yeas and 0 Nays

4b.

Recommend an amendment to the Revised Ordinances of the City of Worcester, Part II, Organization of City Agencies relative to the City Clerk's Office and the City Council Office. # 16b CC January 9, 2024

Chairperson Councilor Bergman read the item and recognized the City Solicitor, who discussed the process for moving forward with the item.

Chairperson Councilor Bergman recognized the City Clerk, who provided an overview of the item.

Chairperson Councilor Bergman recognized Councilor Colorio, who discussed the new positions relative to the organizational structure of the City Clerk’s Office, the number of deputy city clerks in the office, and qualifications for City Clerk personnel to clerk City Council and Committee meetings with the City Clerk.

Chairperson Councilor Bergman recognized Councilor Mero-Carlson, who discussed the eligibility of City Clerk personnel who are not City Clerk and Assistant/Deputy City Clerk to clerk meetings and whether it is included in the charter or ordinance with the City Clerk and the City Solicitor.

Chairperson Councilor Bergman recognized the City Solicitor, who discussed principal staff assistants clerking City Council and Committee meetings with the City Clerk.

Chairperson Councilor Bergman brought forth the following Chairman’s Order: Request City Clerk work with City Solicitor to determine who can clerk City Council Standing Committee meetings.

Chairperson Councilor Bergman moved for a roll call vote to recommend approval of the item to request the City Manager request the City Solicitor provide City Council with a reorganizational proposal for the City Clerk’s Office and City Council Office.

Recommend Approval on a roll call vote of 3 Yeas and 0 Nays
