Approval of the Minutes

Order - That the City Council Standing Committee of Municipal and Legislative Operations hereby approves the minutes of the Municipal and Legislative Operations meeting of March 5, 2020.

Chairperson Councilor King read the item and moved for a roll call vote to adopt the item. Order adopted on a roll call vote of 3 Yeas and 0 Nays.

Items Relative to the City Clerk's Office

Communication of the City Clerk transmitting a communication relative to the retirement and resignation of the City Clerk. # 12a CC January 28, 2020

Chairperson Councilor King read the item and provided a summary of the various steps the Committee took in determining the process for electing the next City Clerk, including that the Committee interviewed both Assistant City Clerk Stephen A.J. Pottle and Assistant City Clerk Nikolin Vangjeli at the previous meeting. The Committee also discussed whether the process would be open or stay internal and that diversity was a priority of the Committee.

Chairperson Councilor King recognized the City Solicitor, who explained the procedures associated with a member of the Committee participating remotely, both in open and executive session.

Chairperson Councilor King moved for a roll call vote to recess into executive session for the purpose of engaging in the candidacy selection process for the next City Clerk of the City of Worcester.

Recessed to Executive Session on a roll call vote of 3 Yeas and 0 Nays.

Chairperson Councilor King reconvened the Committee in open session, and then moved to recess for the purpose of attending the City Manager’s press conference concerning COVID-19.

Chairperson Councilor King reconvened the Committee in open session, and recognized the Director of Urban Innovation, who explained how residents can participate in the meeting remotely.

Chairperson Councilor King moved for a roll call vote to recess into executive session for the purpose of engaging in the candidacy selection process for the next City Clerk of the City of Worcester.

Recessed to Executive Session on a roll call vote of 3 Yeas and 0 Nays.

Chairperson Councilor King reconvened the Committee in open session and moved for a roll call vote to recommend Assistant City Clerk Nikolin Vangjeli as the next City Clerk of the City of Worcester and further, that an Assistant City Clerk position in the City Clerk’s Office be reclassified and regraded to Deputy City Clerk. Motion approved on a roll call vote of 3 Yeas and 0 Nays.

Chairperson Councilor King moved for a roll call vote for Municipal and Legislative Operations Committee to recess to executive session to discuss strategy to prepare and negotiate with non-union personnel and will adjourn from executive session.

Recessed to Executive Session on a roll call vote of 3 Yeas and 0 Nays.

Action: Recommend Approval on a roll call vote of 3 Yeas and 0 Nays to recommend Assistant City Clerk Nikolin Vangjeli as the next City Clerk of the City of Worcester and further, that an Assistant City Clerk position in the City Clerk’s Office be reclassified and regraded to Deputy City Clerk, effective March 23, 2020.

Further, request City Council meet in executive session on March 17, 2020 to discuss the recommended appointment of Nikolin Vangjeli as the next City Clerk and discuss strategy with respect to the terms of employment of Nikolin Vangjeli as City Clerk and to conduct contract negotiations.

DISCUSSION: Departmental overview of the City Clerk and Election Commission Office, which includes 1) staffing positions over the last six (6) years, 2) organizational chart of the offices over the last six (6) years, 3) historical staffing levels and structure of employees within the office, 4) salaries, scales and ranges of employees within the office, 5) staffing levels and salaries of similar sizes cities' City Clerk and Election Commission Offices and 6) and other pertinent information relative to the City Clerk and Election Commission's Office.
