Approval of the Minutes

1a.

Order - That the City Council Standing Committee of Municipal and Legislative Operations hereby approves the minutes of the Municipal and Legislative Operations meeting of February 18, 2019.

Attachments

Chairperson Councilor King read the item and moved to adopt the item. Order adopted.

Miscellaneous Items

2a.

Communication of the City Clerk transmitting a communication relative to the retirement and resignation of the City Clerk. # 12a CC January 28, 2020

Chairperson Council King gave an overview of what the Committee has done to date. For the purpose of having an open and transparent process the Chair brought before the committee the two candidates, Assistant City Clerks Stephen AJ Pottle and Nikolin Vangjeli, who were recommended for the position of City Clerk. The Committee posed questions and the candidates provided responses to those questions. The Chairperson Councilor King made the following motion:
"Request City Clerk provide City Council with the General Conservation assessment – Worcester City Clerk’s Office Paper Collection, which was completed in 2018."

The Chair stated as a committee they will decide whether or not the City Clerk position would be kept as an internal hiring or to open this process. The Chair recognized Councilor Mero-Carlson who stated that the two candidates have the talent for this position and made a motion to keep the hiring of the City Clerk position in house. The Chair recognized Councilor Toomey who stated the quality of the two candidates was self-evident and there was no benefit to delay and supported the hiring of the City Clerk position in house.

Since the Committee had not received the requested information for item #2c, the Chairperson requested the City Solicitor to request the City Clerk to provide this information pertinent to item #2c as well as information he previously requested to be given to the committee by Monday, March 9th.

The Chair moved to hold item #2b and continue the meeting in Executive Session. The Committee discussed the need to hold or file item #2a. The Chair moved to hold #2a, also the Chair moved to hold item #2c.

Councilor Mero-Carlson moved to take up her motion to hire in house. The Chair chose not to accept the motion at this time.

The Chairperson Councilor King moved to recess into Executive Session to strategize the process for hiring a City Clerk on a roll call and stated the Committee will adjourn from the open session at the conclusion of the Executive Session. Motion approved on a roll call vote of 3 Yeas and 0 Nays.
