1a.

Order of Councilor Joseph C. O'Brien and Mayor Joseph M. Petty - Request City Manager and the Superintendent of Schools provide the City Council and School Committee with updates regarding the following projects: 1) ESCO Projects in public schools, including work scheduled for this Summer including timelines for completion; 2) Plans to complete school capital projects that were funded in the Fiscal Year 2012 Budget but were not completed during the Summer of 2011; 3) The $1.3 million dollar plan to address environmental concerns in schools, including potential PCB issues; and 4) the plans for capital projects in the schools during Fiscal Year 2013.

Order of Councilor Joseph C. O'Brien and Mayor Joseph M. Petty -Request the Mayor establish a MSBA School/City Working Group to meet monthly to provide for coordination between the School Committee, the City Council, the School Administration and the City Administration. Further, request that this group meet monthly and include at least the Mayor, the Chair of the City Council Standing Committee on Education, the Finance and Operations Committee Chair, the City Manager, The Superintendant of Public Schools, the School CFO and the City CFO.

Order of Councilor Joseph C. O'Brien and Mayor Joseph M. Petty - Request the City Manager be and is hereby requested to engage an independent firm to conduct an “operational financial audit” of the Worcester Public Schools in relationship to the spending requirements of Chapter 70 of the Massachusetts General Laws. Further, request City Manager consider putting together a group of business leaders, academics, city administrators so their expertise can be used to review the operations of the Worcester Public Schools.

Petty - Request the City Administration and the School Department be and are hereby requested to work together to coordinate and develop a comprehensive plan to streamline the delivery of GED, ESL and other adult learning programs. Further, request the City Manager and the School Administration expand the GED and ESL programs by tapping into our college community.

Order of Councilor Gary Rosen - Request City Council's Standing Committee on Education determine what steps must to be taken by Worcester's public, private, parochial, and charter schools, its colleges and universities, and its biotechnology companies and laboratories, among others, so that more high school students graduate with the math, science and technology skills necessary to meet the demand for STEM (science, technology, engineering, mathematics) workers whose skills are needed locally as we develop into a major center for biotechnology and medical research.

Further, request the Committees consider University Park Campus School when developing the master plan for improving infrastructure.
