Approval of the Minutes

Order - That the City Council Standing Committee of Economic Development hereby approves the minutes of the Economic Development Committee meeting on June 28, 2021.

Chairperson Councilor Mero-Carlson read the item and moved for a roll call vote to adopt the item. Order adopted on a roll call vote of 3 Yeas and 0 Nays

Communication of the City Manager

3a.

Recommend adoption of a resolution to file an application to designate 22, 24, and 28 Mulberry Street as a Certified Project and approve a Tax Increment Exemption (TIE) Plan for the properties. # 10.4D CM July 20, 2021

Attachments

Chairperson Councilor Mero-Carlson read the item and recognized the Chief Development Officer, who provided an overview of the TIE Plan for the location, including the design and scale of the proposed project.

Chairperson Councilor Mero-Carlson recognized the following speakers:
1. James Lambert, Sudbury resident, spoke in favor of the item
2. Walter Heresy, Worcester resident, spoke in opposition to the item
3. Philip Palmieri, Worcester resident, spoke in opposition to the item
4. David Sullivan, no residence given, spoke in favor of the item

Chairperson Councilor Mero-Carlson recognized the Assistant Chief Development Officer of Planning and Regulatory Services, who discussed the parking plans associated with the proposed project.

Chairperson Councilor Mero-Carlson discussed potential changes to the parking regulations in the area of the proposed project, as well as the cultural importance of the former site of Mt. Carmel Church.

Chairperson Councilor Mero-Carlson recognized Councilor Rose, who discussed the purpose of the Tax Increment Exemption (TIE), as well as how the project will connect with the larger neighborhood with the Chief Development Officer and the developer.

Chairperson Councilor Mero-Carlson recognized Councilor Toomey, who discussed the fiscal impact the project is projected to have, as well as the safety protocols that would be followed during the construction of the project with the Chief Development Officer and the developer.

Chairperson Councilor Mero-Carlson moved for a roll call vote to recommend the item be approved.

Recommend Approval on a roll call vote of 3 Yeas and 0 Nays
