Lukes - Request City Council's Standing Committee on Rules and Regulations establish a process for City Council to decrease or increase its own salary this process should include a requirement for public hearings and a minimum passage of 90 days from the time of the filing of the order for a change of salary ordinance to the date of the vote taken by the Council. Restructuring of the Standing Committees of the City Council Effective 2008-2009 Term.

Recommend the following:

There shall be appointed the following Standing Committees of the City Council:

1. Arts, Entertainment, Institutions, Outreach & Universities
culture, tourism, higher education, civic engagement

2. Neighborhood Development
parks, libraries, public schools, youth and minority affairs, block
grant funding

3. Facilities, Utilities and Environment
public facilities including Hope Cemetery, cable television,
telecommunications, technology and street lighting

4. Health & Human Services
health, housing, hospitals, elder affairs, military affairs

5. Infrastructure
streets, sidewalks, water, sewer, engineering, and recycling

6. Land Use
zoning ordinance and map and amendments thereto, open
space acquisition

7. Municipal Operations
state or federal legislation, fees & charges, rules, departmental
operations, customer service, employee benefits and topics not
specifically assigned to another Standing Committee

8. Planning and Economic Development
local & regional planning, industry, commerce & development, certified
project applications and labor

9. Public Safety
fire, police, neighborhood watches, ambulance service,
communications and emergency preparedness

10. Transportation
traffic, on street parking, off street parking, public transportation and their
facilities including buses, taxicabs, aircraft, trains

Finance and Ordinance- all 11 Councilors
general ordinances, salary ordinances, annual budget, loan orders, appropriations and finance studies

Each City Councilor shall be appointed by the Mayor as Chairperson of one Standing Committee and as a member of two additional committees.

CHAIRMAN'S ORDERS

1.

Pursuant to a review by the City Council's Standing Committee on Rules & Regulations on September 5, 2007, request that the City Council review and approve an amendment to Rule 22 of the Rules of the City Council by removing the section entirely and inserting in place thereof the following attached new section effective with the 2008-2009 City Council term.

2.

Request the City Clerk provide the City Council with a spreadsheet of the meetings of the Standing Committees for the past five years.
