Order of Councilor William Eddy and Councilor Paul P. Clancy Jr. - Request the Standing Committee on Rules and Legislative Affairs recommend to City Council relative to amending the Home Rule Charter concerning succession of a district council seat that ensures equal representation for filling vacancies of city council seats.

Recommend Adoption of the accompanying Order:

That the City Manager be and he is hereby requested to request the City Solicitor prepare an amendment to the Home Rule Charter that set forth process for filling a vacancy in a District City Council, At-Large City Council and School Committee seat:

If a vacancy occurs in a District City Council seat more than six months prior to the date of the municipal election, the City Council shall vote to establish the date of a special election to be held 90 days hence to fill such vacancy.

If a vacancy occurs in an At-Large City Council seat more than six months prior to the date of the municipal election, and no successor candidate fills the vacancy, the City Council shall vote to establish the date of a special election to be held 90 days hence to fill such vacancy.

If a vacancy occurs in a School Committee seat more than six months prior to the date of the municipal election, and no successor candidate fills the vacancy, the City Council shall vote to establish the date of a special election to be held 90 days hence to fill such vacancy.
