1.       Communication of the City Manager relative to proposed Reorganization Plan for the Department of Health & Code Enforcement.

The Hearing re-convened @ 6:24 p.m. with the City Manager reviewing

the major changes in the proposed reorganization. The hearing was

closed @ 6:51 p.m. The Chairperson recommended to his membership

that the Committee endorse the reorganization plan.

2.       Order - Mayor Murray request Municipal Operations Committee in their discussion of the proposed reorganization of the Department of Health & Code Enforcement include some measures to determine the level of customer service.  Further, request discussion of employee education relating to customer service.

3.       Petition of Ronal Madnick, Exec. Dir., Worcester County Chapter American Civil Liberties Union of MA request Chapter 9, Section 1 of the Revised Ordinances of 1996 relative to Disorderly Behavior be changed.

Recommend Hold (Re-notify petitioner when new report is returned to

this Committee for re-hearing)

 

Chairman’s Order request the Administration to consider additional wording the proposed re-write of Chapter 9, Section 1 of the Revised Ordinances of 1996 relative to Disorderly Behavior as follows:  Insert after the words "legitimate purpose" the words "of the actor".

 

Mr. Ronal Madnick and Attorney Beverly Shabajian appeared and spoke re: #3 and 4 of this agenda.

 

4.       Petition of Ronal Madnick, Exec. Dir., Worcester County Chapter American Civil Liberties Union of MA request City Manager clarify the rights of city employees, including department heads, to speak out on public issues, etc.

Recommend Refer to Administration with an Order request the City Manager propose a policy clarifying the rights of city employees to the City Council for review, if no policy already exists.
