not consider selling air rights over the parcel post building.

plan for Washington Square that retains the northern portal for some vehicular
access in the event the southern portal is designated as the primary roadway,
that returns Franklin Street to a two-way roadway and that opens Harding Street
to Worcester Center Boulevard.
