That the sum of Three Million Five Hundred Thousand Dollars and No Cents ($3,500,000.00) be appropriated to Account 91C7113U, Challenge and Reach Academy, 15 Harlow Street to fund a potential building improvement project of the Worcester Public Schools. The proposed repair project would materially extend the useful life of the school building described above and preserve the asset that otherwise is capable of supporting the required educational program. To meet this appropriation the City Treasurer and Collector of Taxes, with the approval of the City Manager, is hereby authorized to borrow the sum of Three Million Five Hundred Thousand Dollars and No Cents ($3,500,000.00) under and pursuant to Chapter 44, Section 7, Clause (1)/Chapter 70B of the General Laws, as amended and supplemented, or any other enabling authority, and to issue bonds or notes of the city therefor.
