Paula Bushey and Denise Billotta request all signage from residents, businesses, non-profits etc. be prohibited from being placed on the Newton Square Rotary.

Margaret Donahue request handicap parking space be removed in front of 4 Anderson Ave.

Richard Pilski request additional numerical signage indicating the beginning and ending addresses for 20 to 30 Hulbert Rd. at Lanark St. and a "Not a Thru Street" sign at the top of Hulbert Rd.,

Recommend that One Hundred Seventy Thousand Dollars And No Cents ($170,000.00) be transferred from Loan Account #91C7413A, Street and Sidewalk Construction, and be appropriated to DPW Account #41C741, Resurfacing, to allow for payment of current contractual obligations necessary for the city's street resurfacing program.

Recommend adoption of a resolution to file, accept and expend a grant in the amount of Twenty Thousand Dollars And No Cents ($20,000.00) from EOPSS under the Governor's Safer Communities Initiative Local Law Enforcement Equipment & Technology Grant program.

Recommend adoption of a resolution to file, accept and expend a grant in the amount of Thirty Two Million Five Hundred Thousand Dollars And No Cents ($32,500,000.00) from Massachusetts Executive Office of Housing and Economic Development under the Massworks Infrastructure Program.

Recommend adoption of a resolution to file, accept and expend a grant in the amount of Six Hundred Sixty Thousand Dollars And No Cents ($660,000.00) from the Mass Executive Office of Safety & Security under the 2019 Shannon Community Safety Initiative program.

Recommend adoption of a resolution to file, accept, and expend a grant in the amount of Fifty Seven Thousand Nine Hundred Eighty Three Dollar and Thirty One Cents ($57,983.31) from the FFY 18 VAWA STOP Year 2 Continuation Grant

Respectfully request adoption of a resolution to apply for, accept and expend funds from the Retired and Senior Volunteer Program (RSVP) grant administered by the Corporation for National and Community Service. The maximum award amount for this funding opportunity is Seven Hundred Twenty Nine Thousand Dollars and No Cents ($729,000.00).

Recommend adoption of a resolution to file, accept and expend a grant in the amount of Four Hundred Thousand Dollars And No Cents ($400,000.00) from DESE under the FC 531 Quality Enhancements in After-School and Out-of-School Time (ASOST-Q) program.

Recommend adoption of a resolution to file, accept and expend a grant in the amount of One Hundred Thousand Dollars And No Cents ($100,000.00) from the MA Department of Fire Services, under the FY19 State Budget Earmark.

Recommend adoption of a resolution to file, accept and expend a grant in the amount of Two Hundred Thirty Thousand Dollars And No Cents ($230,000.00) from FEMA under the Assistance to Firefighters Grant program.

Recommend adoption of a resolution to accept with gratitude a donation in the amount of One Thousand Dollars And No Cents ($1,000.00) from Fidelity Savings Bank to support the City’s Recreation Worcester Program.

Recommend that Fifteen Thousand Dollars And No Cents ($15,000.00) be transferred from Account #280-91000, Inspectional Services Salaries, to Account #280-97000, Inspectional Services Overtime.

Recommend that Eight Hundred Thirty Two Thousand Six Hundred Dollars And No Cents ($832,600.00) be transferred from Account #33090, Reserve for Appropriation PEG Access Cable, and be appropriated as described.

Recommend that Nine Hundred Fifty Eight Dollars And No Cents ($958.00), be authorized from Account #1704-92000, Human Resources Ordinary Maintenance, for payment of a prior year invoice.

That the sum of Three Million Five Hundred Thousand Dollars and No Cents ($3,500,000.00) be appropriated to Account 91C7113U, Challenge and Reach Academy, 15 Harlow Street to fund a potential building improvement project of the Worcester Public Schools. The proposed repair project would materially extend the useful life of the school building described above and preserve the asset that otherwise is capable of supporting the required educational program. To meet this appropriation the City Treasurer and Collector of Taxes, with the approval of the City Manager, is hereby authorized to borrow the sum of Three Million Five Hundred Thousand Dollars and No Cents ($3,500,000.00) under and pursuant to Chapter 44, Section 7, Clause (1)/Chapter 70B of the General Laws, as amended and supplemented, or any other enabling authority, and to issue bonds or notes of the city therefor.

REPORT OF THE COMMITTEE ON ECONOMIC DEVELOPMENT Upon the Report of the Planning Board Upon the Petition of Bruce LaBoffa request zone change for the property at 452 Southwest Cutoff from Residential to ML-0.5.: recommend passage of the accompanying proposed Ordinance. (Tabled - Mero-Carlson April 3, 2018)

RESOLUTION of Councilor Konstantina B. Lukes – That the City Council go on record in favor of supporting the Worcester Bravehearts as they plan for the future. (Tabled Under Privilege - Lukes August 21, 2018 and Tabled Under Privilege - Petty September 12, 2018 and Tabled - Lukes September 25, 2018)

ORDER of Councilor Konstantina B. Lukes - Request City Manager report on what further construction will be performed and the date of completion for June Street. (Tabled Under Privilege - Lukes September 25, 2018 and Tabled - Lukes October 2, 2018)

Motion Petty @ #9.5B – Request City Manager promote the Integrated Plan Community Meeting, scheduled for Thursday, November 8, 2018 from 6:30 p.m. to 8:30 p.m. in the Worcester Public Library, on the city’s website.

Motion Toomey @ #9.7C – Request City Manager provide the public with a list of people and programs that can help elderly people with Fall Leaf Collection.

Motion Bergman – Suspension of Rules – Request City Manager post the NPR article titled, “Forget Oakland or Hoboken. Worcester, Mass. Is the new “It” Town,” on the city’s website.

Motion King – Suspension of Rules – Request City Manager provide City Council with a report concerning what happened to cause a gas issue in the vicinity of Forsberg St., Tatman St. and Victoria Ave. that affected service of 150 homes.

Motion Toomey – Suspension of Rules – Request City Clerk and Mayor provide recognition to the owner of Dario Diesel, who after a fire, was able to reopen their business at 182 SW Cutoff and help support their employees.
