Mayor Joseph M. Petty presented St. Peter Marian Junior-Senior High School with a Key to the City, recognizing their values towards educating the youth and making the City of Worcester a better place. The Key to the City was presented to Christopher J. Cummings, President of St. Peter Marian Junior-Senior High School, Mary Erin Andrysick, St. Peter Marian Liturgical Choir Advisor, as well as students Raymond Furgal, Krista Tomasuolo, John Blaur, Kelliana Doyle, Rose Nagelschmidt, Maria Murphy and Clara Dewar.

Mayor M. Petty presented Joseph Patrick Harrity, III, Trevor Huntley and Colton Luther Hazelton with Keys to the City. Each were Eagle Scouts from Troop 37, Christ the King, and performed tasks around the City of Worcester including cleaning up trails at Dodge Park, working with Seven Hills Charter Foundation, and refurbishing docks at Regatta Point.

Request City Manager provide City Council with a report that lists all of the commercial and residential properties that have been purchased and removed from the tax rolls by non-profit organizations during the past ten years. This report should also provide an estimate of the tax revenue that been lost by the city and that is being made up by our residential and commercial taxpayers. (Rosen)

11b.

In an effort to find more constructive and creative ways to tackle panhandling and homelessness, request City Manager consider establishing a pilot program that will offer those who are willing and able to work, part-time day jobs with daily pay. These employment opportunities could involve cleaning up parks and other light labor, and could be paid for by several potential funding sources including private donations and federal block grant funds. Such a program, which would benefit the community in many ways, could connect people to appropriate social services and give them hope for a more positive and healthy future. (Rosen)

That the City Council does hereby strongly urge the Mayor, School Superintendent, School Committee and the Worcester Department of Public Health to follow EPA guidelines and direction in immediately authorizing and funding and the testing of the air and environment at both Doherty Memorial and Burncoat High Schools for dangerously high levels of toxic and carcinogenic polychlorinated biphenyls (PCBs) and to use the test results to determine an appropriate remediation process. (Rosen)

Request City Manager request City Solicitor draft a home rule petition seeking legislation to regulate executive and legislative lobbying with consideration to M.G.L.’s and modeled after the existing lobbying legislation at the state level, thus allowing for increased transparency and accountability in the governance of the City of Worcester. Further, said home rule petition should subsequently be brought forth to City Council and referred to the Standing Committee on Rules and Legislative Affairs for a public hearing before the City Council considers filing this home rule petition with the General Court. Request City Manager submit a City Solicitor's report concerning the wording of the ordinance voted by the Town of Westborough on March 7, 2017, which banned any recreational stores, farms or other related businesses in that Town and what, if any, would be the impact of the ordinance on medical marijuana businesses, personal consumption and limited home grown plants and further what is the process for the city to implement a such a ban on commercial, non-medical marijuana business.
