Request City Manager immediately classify as taxable property by the City Assessor the two parcels of land owned by Holy Cross College at 804 and 852 Southbridge St., on which the city hasn't collected taxes for 15 years, and the appropriate property taxes be collected from the owner. These long-time vacant but developable parcels do not qualify as tax exempt properties because they are not being occupied for charitable use and, therefore, are not an integral part of the college's operations. This program would allow local law enforcement agencies to recruit, select, train and deploy volunteers to write citations for vehicles illegally parked in spaces designated by law for the handicapped. Handicap Parking Monitors would work directly for assistant volunteer site supervisors assigned to various area commands.
