Ronal Madnick, Director of Worcester County Chapter of American Civil Liberties Union of Massachusetts, request to read at the beginning of the City Council meeting the first ten amendments to the Constitution of the United States, known collectively as the Bill of Rights, which was ratified on December 15, 1791. In 1941, 150 years after the Ten Amendments were ratified, President Franklin Roosevelt declared December 15th Bill of Rights Day. Further, request City Council declare December 15, 2007 as Bill of Rights Day.

Request City Manager refinance our eligible municipal bond debt which could save the city of Worcester over $1 Million in interest payments over the course of the bonded debt given current market conditions. REPORT OF THE COMMITTEE ON RULES AND REGULATIONS Upon the Communication of the City Manager transmitting informational communication regarding an amendment to the rules of the City Council concerning the establishment of City Council Standing Committees: recommend adoption of the accompanying Order that the Rules of the City Council be amended by deleting in it's entirety the existing Rule 22 and inserting in it's place thereof the new Rule 22 as attached.

Motion Haller: That the Report of the Committee on Rules recommending adoption of an Order replacing the current Rule 22 with a new Rule 22 in it's entirety be amended by accepting instead the City Manager's original recommendation, item #8.28A CM from December 3, 2007, with the following amendments thereto: a. that the Affirmative Action Advisory Committee be reassigned to the Public Health and Human Services Committee, b. that taxis and liveries be added to those issues to be considered by the Public Service and Transportation Committee, c. that issues concerning regional affairs be considered by the Rules and Legislative Affairs Committee, and d. that issues concerning energy be added to those issues to be considered by the Municipal Operations Committee. Motion Rosen: That the Report of the Committee on Rules recommending adoption of an Order replacing the current Rule 22 with a new Rule 22 in it's entirety be accepted with the following amendments thereto: a. community development block grant funding be added to those issues to be considered by the Health & Human Services Committee and b. that the names of the Municipal Operations Committee be changed to Municipal Operations and Rules. Motion Smith to amend: Request to amend Councilor Haller's motion by having issues concerning energy be added to the Economic Development Committee and not the Municipal Operations Committee - Councilor Haller accepted this as a friendly amendment Motion Toomey - Request City Council recess for 10 minutes to review proposed changes - Approved on a voice vote. Motion Lukes - Vote to Amend the Report of the Committee on Rules and Regulations by approving Councilor Haller's motion as amended by Councilor Smith - Accepted as amended & Approved on a roll call vote of 11 Yeas and 0 Nays as proposed. Mayor Lukes declares Councilor Rosen's motion as not put Motion Rushton - Request to amend Councilor Haller's motion by having Arts, Culture and Higher Education be assigned to the Education Committee. - Approved on a roll call vote of 11 Yeas and 0 Nays. Motion Lukes - That Rule 22A, as presented in City Manager's original recommendation, be omitted as part of the Rules reform - Approved on a voice vote. REPORT OF THE COMMITTEE ON YOUTH, PARKS AND RECREATION Upon the Communication of the City Manager transmitting informational communication relative to the Master Plan for Institute Park: recommend adoption of the accompanying Order that upon the recommendation of the Department of Public Works and Parks and pursuant to numerous public hearings held by the Parks and Recreation Commission, the City Council of the City of Worcester hereby accepts the Master Plan for Institute Park as designed to meet the needs and desires of the neighbors, citizens and organizations thatt currently use the existing facility and become a community endorsed "guidebook" for this Park.

Order of Councilor Barbara G. Haller and Councilor Gary Rosen - Request the City Manager take all steps to have the WRTA #11 bus rerouted to serve the Island part of Harding Street (south of Kelley Square) to take residents, especially the elderly, to and from the Route 20 Fair Shopping Plaza. Further request that this service be provided several times in the mornings and again in the afternoons, both outbound and inbound. This service was formerly provided by the old #4 Millbury City Line and eliminated on January 28th, 2006 creating a serious hardship and reduction in the quality of life for residents in the Green Island neighborhood.
