FROM THE AD HOC COMMITTEE ON MILL STREET BUSINESS CORRIDOR - Request to make public Gates Lane from the terminus of the existing public portion to Mill Street.

Request the Mayor to consider revoking appointments of non-city residents to the Ad-Hoc Zoning Review Board. (Clancy)

Request City Manager provide City Council with a list of the top 100 real estate taxpayers for Fiscal Year 2007 and include the amount each taxpayer pays, the total amount being paid by those top 100, and the percentages they represent of the total tax levy collection for both the individuals and top 100. Further, request that these top 100 real estate taxpayers be contacted each quarter in an effort to build a relationship with key representatives of our City. (Toomey) Motion Toomey to amend: Further, request administration provide a list of the top 50 fee payers for city inspection services. The report should include the amount they pay as well as what percentage that is of all inspection fees collected as well as the number of permits pulled. Once this is provided to the administration, we can create a plan to be in regular contact with these organizations to confirm we are meeting their needs and if not what has to change to make that happen. This becomes a check and balance which allows us to be sure there are not any unknown problems with the fee payers.

Request that the Rules of the City Council be amended as follows: 1.) To disallow the dual referral of any item to Standing Committees, Ad Hoc Committees, Boards, Commissions, the City Manager, any member of the Administration or any other entity, except to that entity identified in the Rules of the City Council. 2.) To disallow the referral for informational purposes of any item to Standing Committees, Ad Hoc Committees, Boards, Commissions, the City Manager, any member of the Administration or any other entity, except to that entity identified in the Rules of the City Council. Request City Manager request the Director of Technical Services provide City Council with a summary of the Fiscal Year 2007 improvements that have been made to the City’s telecommunications systems. (Petty, Toomey)

Request City Manager request the Commissioner of the Department of Public Works and Parks to undertake a traffic study of the Lincoln Street corridor between Brittain and Lincoln Squares. (Toomey)

That the City Clerk be designated by the City Council as the Small Business Ombudsman for the City of Worcester and that he, and staffpeople he so designates, act to refer inquirers to appropriate municipal, state and federal departments, agencies and licensing authorities in accordance with a “One-Stop Shopping for Business” brochure. Further request that said brochure be installed on the front page of the City of Worcester web site with a button labeled, “How do I start a business in Worcester?” (Toomey, Rushton, Palmieri)

Request City Manager prepare home rule legislation which would permit Worcester to offer employee health benefits through the Commonwealth's Group Insurance Commission. (Irish, Rushton, Petty, Perotto, Smith, Toomey)

Request City Manager update City Council, on or before the meeting of April 3, 2007, concerning his negotiations for agreements for voluntary Payments-In-Lieu-Of-Taxes (PILOT) with local, tax-exempt non-profits, including colleges, universities, hospitals, and social service agencies, as part of the effort to provide some tax relief to residential, commercial, and industrial taxpayers. (Rosen, Haller, Palmieri, Smith, Irish, Toomey, Lukes, Petty,) Motion Lukes to amend: Further, request if Payments-In-Lieu -Of-Taxes can be specifically earmarked for programs and/or positions.

Request City Manager report to City Council concerning the impact of the DAWN Program, seizure of vehicles used by johns, and notification letters sent to the homes of arrested johns on prostitution rates and recidivism. Further, request that this report include arrest numbers for prostitution and related activities for 2004, 2005, 2006, and year-to-date 2007. (Haller)

Request City Manager provide City Council with a report concerning the annual point-in-time summary of homelessness in Worcester for 2004, 2005, 2006, and 2007. Further, request, if the data is available, similar data for other cities and towns in Massachusetts be provided for comparison purposes. (Haller)

Request City Manager provide City Council with a report concerning the numbers of illegal drug overdoses for 2004, 2005, 2006, and year-to-date 2007. (Haller)

Request City Manager provide City Council with a report concerning the addresses of buildings where more than 5 arrests have been made in the past 12-months. If possible, the report should include general reasons for the arrests. (Haller)

Request City Manager recommend to City Council ordinance changes regarding temporary signs. (Haller)

Request City Manager provide City Council with a cost benefit analysis of Enhanced 911 service which would include phone photographs and text messaging. (Petty)

Request City Manager contact Charter Communications concerning the customer service issue of pricing discrepancies between quoted telephone solicitations and billings that is being reported recently by Worcester customers. (Petty, Toomey)

That, in order to provide the Mayor with the flexibility of filling one full-time position in the Office of Mayor with two part-time individuals, the Table of Authorized Positions appearing in the FY 2007 Budget Recommendations of the City Manager for the Office of the Mayor be revised and amended by inserting an asterisk after the existing “Assistant Secretary to the Mayor” position and a footnote stating: “one full-time position or two part-time positions” and by changing the corresponding “Total Positions” column to read: “1(FT) or 2(PT)”. Request the City Council's Standing Committee on Traffic and Parking invite the creator of www.parkingban.org/ to come to a future committee meeting to talk about his/her website and the public service that it provides. (Toomey)

Request City Manager provide a list of the top 250 city wage earners by department and annual income. (Lukes) Motion Lukes to amend: To only refer in the top 250 to tax levy income.

Request City Manager report on the impact of zero lot line zoning and if recommended, submit a draft ordinance prohibiting such zoning. (Lukes)

Request the City Manager request Great and General Court consider as part of their review of the Governor's "municipal relief package" to make the hotel tax applied to Worcester, Boston, Springfield, and Lowell of 12.45 percent be applied uniformly across the state. (Rushton)

Order of Councilor Barbara G. Haller and Councilor Gary Rosen - Request the City Manager take all steps to have the WRTA #11 bus rerouted to serve the Island part of Harding Street (south of Kelley Square) to take residents, especially the elderly, to and from the Route 20 Fair Shopping Plaza. Further request that this service be provided several times in the mornings and again in the afternoons, both outbound and inbound. This service was formerly provided by the old #4 Millbury City Line and eliminated on January 28th, 2006 creating a serious hardship and reduction in the quality of life for residents in the Green Island neighborhood. Motion-Irish @ #10d CC - Request City Manager request the Fire Chief prepare a report pertaining to the number of fire incident responses whereby the five-minute National Fire Protection Association's (NFPA) standard response time was not met during the last year and a projection of that same scenario under the planned redeployment plan.

Motion-Clancy @ #9u CC - Request City Clerk when making arrangements for invocations that a basis for parameters be provided to the clergy.
