SUPPLEMENTAL: Recommend that One Million Seven Hundred Ninety Nine Thousand Twenty Dollars And Three Cents ($1,799,020.03) be appropriated from Certified Free Cash for the purpose of specifically reducing the fiscal 2007 tax rate and eliminating the snow removal deficit for the City of Worcester for the Fiscal 2006 snow removal operations.

SUPPLEMENTAL: Recommend that Three Hundred Two Thousand Five Hundred Eight Dollars And Ninety Seven Cents ($302,508.97) be appropriated from Certified Free Cash for the purposes of reducing the City of Worcester's tax rate, to support the fiscal 2007 operating budget to fund collective bargaining agreements.

SUPPLEMENTAL: Recommend that One Hundred Thousand Dollars And No Cents ($100,000.00) be reduced from the Destination Worcester Account #041-92000, to balance out the reduction in other revenue sources to finalize the fiscal 2007 budget.

SUPPLEMENTAL: Recommend that One Million One-Hundred Thirty Seven Thousand Dollars And No Cents ($1,137,000.00) be transferred from Account #04D802, Capital Campaign Stabilization Fund and appropriated to Acount #250-91000, Police Department Personal Services, to provide funds for costs associated with police overtime, elimination of the vacancy factor, fund training, equipment and employee benefit costs for the new recruits of the Worcester Police Department.

SUPPLEMENTAL: Recommend that Two Hundred Fifty Thousand Dollars And No Cents ($250,000.00) be transferred from Account #04D802, Capital Campaign Stabilization Fund and appropriated to Account #900-92000, City Manager's Contingency, to replenish funds used for a legal settlement and support funding for the remaining collective bargaining agreements.

SUPPLEMENTAL: Recommend that One Hundred Seventy Five Thousand Dollars And No Cents ($175,000.00) be reduced from Account #04D802, Capital Campaign Stabilization Account and increasing the Overlay Reserve to fund local share of the recently enacted increase in property tax relief for eligible Veteran's.

From the Committee on Public Works - Request City Manager provide City Council with a report on the feasibility of offering the micro-loan program as funding assistance to those food service establishments that will need to become complaint with the standards in the Fats, Oil and Grease Program.

From the Committee on Public Works - Request City Manager provide City Council with a copy of the Environmental Protection Agency's order against the City of Worcester concerning the unauthorized discharge of fats, oil, and grease into the wastewater collection system.

From the Committee on Public Works - Request City Manager provide City Council with a report outlining the impacts that the EPA Order concerning the unauthorized discharge of fats, oil and grease will have on other communities that contribute flow through the Worcester National Pollution Discharge Elimination System.

From the Committee on Traffic & Parking - Request City Manager report to City Council regarding the specifics dealing with Worcester State College efforts to alleviate on-street parking, the number of spaces on campus, the success of the Worcester Airport shuttle and the proposed cost of parking in the student garage currently under construction on the campus.

From the Committee on Youth, Parks and Recreation - Request City Manager consider pursuing an Article 97 filing before attempting to put the Fire Alarm and Telegraph Building out to a Request for Proposals.

From the Committee on Youth, Parks and Recreation - Request City Manager collaborate with MassAudubon to develop a joint web product that displays for visitors and residents the various and many walking, hiking and biking trails throughout the City of Worcester.

From the Committee on Youth, Parks and Recreation - Request City Manager provide City Council with a report concerning plan design and construction timetable for improvements at Cookson Field.

From the Committee on Youth, Parks and Recreation - Request City Manager report to City Council within 30 days of the cost for repairs to the roof of the pavilion at Cristoforo Columbo Park.

From the Ad Hoc Committee on Mill St. Corridor - Request City Manager work towards including the Mill Street corridor in the Webster Square traffic study, addressing issues such as the elimination of continuous erosion of private street materials onto Mill St. from Gates Lane and the consideration of the re-alignment of the roadway in the vicinity of 195 Mill St. so as to create a green space along the pond connecting Coes Beach and Coes Knife Park.

From the Ad Hoc Committee on Mill St. Corridor - Request City Manager provide City Council with copies of laws and/or regulations that prohibit motor boats from both Patches Reseroir and Coes Pond.

Request City Manager request the South Middlesex Opportunity Council to provide him, the members of the appropriate Neighborhood Watch groups, KNIT Worcester and those who attended the SMOC session in June, 2006, with a detailed fact-specific neighborhood packet describing the program they plan to operate at 2 June Street.
